lots false positives in manpage-has-errors-from-man

        Hi!

Please be reminded of this announcement to debian-devel-announce:
"UTF-8 manual pages"[1]. Because of this announcement many packages
built after the man-db upload do contain 8bit characters encoded to
UTF-8 instead of latin1 (or others).

So far, so good. Though, it seems that the host generating the data for
the lintian.debian.org reports seem to still use the legacy man-db,
leading to quite a large amount of false-positives in the
"manpage-has-errors-from-man" section[2] which aren't reproducible for a
developer in their unstable build environment.

It would be nice to have an updated man-db package installed on the
checking host so these false-positives can get reduced again and people
get trust in the messages for that lintian tag on the pages again.

Thanks in advance for the fix, and also thanks for your really helpful
service.

 So long,
Rhonda
