You find it easier to add an override to 40 packages than to just add the
build dependency on cdbs, when other people have told you that having the
explicit build dependency makes managing the Debian archive as a whole
easier?  *boggle*.

I think your reasoning here doesn't make much sense.  Please don't do
this; please just add the dependency and be done with it.
