Bug#463142: lintian: please check for a missing perlapi-* dependency

Quoting the Debian Perl Policy:
4.4.2 Binary Modules
Binary modules must specify a dependency on either perl or perl-base
with a minimum version of the perl package used to build the module, and
must additionally depend on the expansion of perlapi-$Config{version}
using the Config module.
The perlapi-* dependencies are particularly important for the upcoming
Perl 5.10 transition.
Please consider a lintian error at least on packages that have files
matching usr/lib/perl5/.*\.so but don't depend on perlapi-5\..*. There
are currently 10-15 packages in the archive that should trigger this,
including:
libcflow-perl
libgdal-perl
libqt-perl
libclass-methodmaker-perl
libclearsilver-perl
libhamlib2-perl
liblasso-perl
libsys-cpu-perl
libpurple0
megahal
pidgin
razor
