While packaging kcometen3[1] I've encountered the next warning:

I haven't found any specification or similar documentation other than this 
guide[2] which talks about the Actions entry and its effect on [Desktop 
Action XXXXX] sections.

By executing the next command I think it's more than clear that this entry 
should be allowed (and possibly added to the Desktop Entry Specification):

$ 
grep -r 'Actions=' /usr/share/app-install/desktop/ /usr/share/applications/kde/ /usr/share/applications/ /usr/share/applnk/System/ScreenSavers/ | 
sort -u
