Bug#444661: lintian: promote the use of the Vcs-* fields

Hi,

Newest dpkg (1.14.6) now support natively the Vcs-* fields, so it would
be nice if people start using them instead of the XS-Vcs-* ones, by
giving a warning with an explanation to just remove the XS-.
