Bug#444642: lintian: python-all is a valid build-dep for arch:all packages

Hi,
using python-all as build-dep in an arch: all package results in:

python-all-dev
I: pynxt source: build-depends-without-arch-dep python-all
which is not right. python-all depends on all avaiable Python versions,
but not their C header files. This is very useful if you want to build
your pyc files with all python versions to ensure they'll work with
them, or to run upstream's tests with all py versions.
Therefore please fix lintian to allow python-all as build-dep in
arch: all packages, too. Also the I: is not right here, python-all-dev
would be the package one needs to install for arch: any packages.
