Bug#420077: lintian: Lintian confuses Affero General Public License with GPL

When using Lintian on a package (under development) under the Affero general
public license (AGPL), Lintian complains that the debian/copyright file should
refer to the GPL in /usr/share/common-licenses instead:
E: uccass: copyright-should-refer-to-common-license-file-for-gpl
The AGPL differs from the GPL only in that it adds a section 2(c), but it is a
different license.
