Or, rather, Desktop Entry of Type: Application, Link, or Directory.
I looked at this and all the .desktop files with Actions in it that I
found had a different type entirely, so once lintian stopped issuing tags
for those files, there's no reason to list Action as a valid key.
I really think this bug is closed.
