Bug#435963: lintian: warn on changelogs with entries longer than 80 chars

Hi,

I'd like to see lintian warning when the changelog entries exceed 80
chars, as it's rather annoying when using a console of such size, or
when receiving mails with such changelogs.

This would require some exceptions, for example the line with name and
timestamp easily grow bigger than that. Another case where it might be
fine to surpass that limit would be with URLs.
