Bug#409133: lintian: Add INFO for over-precise version checks like debhelper (>= 4.0.0) when (>= 4) is enough

Perhaps an INFO could be displayed to notify about over-precise use of version
number for certain packages.
SUGGESTION
- In case of development packages (Build-Depends), issue a INFO
for certain programs if the verion number is too detailled.
- The packages to check could include:
debhelper - only major version is needed
dpatch - .. same ..
