Bug#409098: lintian: Please check that *.deb contains all directories mentioned in debian/dirs

When would you want this?  debian/dirs is a configuration file for a
particuliar package utility (dh_installdirs), and while having it around
when it's not being used is an aesthetic bug, it may be that some package
that doesn't use debhelper is using it for an entirely different purpose.
And I can't think of what bug this would catch.
