Depending on automake and autoconf is almost never a good idea. They
should run autoconf or automake on their source tree before building the
source package. It would be nice if lintian had a warning about this.

This approach is now an officially accepted approach documented in
/usr/share/doc/autotools-dev/README.Debian.gz, particularly for packages
that use dpatch or some other patch system, and a lot of people prefer it.
Accordingly, while I recognize there's a difference of opinion and a lot
of people really don't like it, I don't think it's appropriate for lintian
to warn about this.  Hence, closing this bug.

If anyone really wants to pursue this, I think the appropriate way would
be opening a bug against autotools-dev to get the policy document
modified.
