It sounds like there aren't many public domain RFCs at all, so this seems
reasonable.  However, it should only apply to packages that are not in
non-free (which can be checked by reading the file fields/section and
ensuring that it's not non-free and doesn't start with "non-free/").

Is there a range of RFC numbers that are public domain that we should
exclude from this check, or is it something that always has to be looked
at on a case-by-case basis?

Also, non-free content isn't allowed even in source packages, so a similar
check should probably also be done in checks/cruft.
