makeinfo currently wrongly uses locale settings to produce l10n'd text
in generated info or html file.  Until this is fixed, makeinfo has to
be run under LC_ALL=C.

This can be detected by the translation of a couple of strings.  This
should probably only be a warning if there is no way to know what's
the language of the texinfo source.

Eg:

Curiously in generated .info, "Node:" is not translated, whereas it is
translated in generated HTML, so it may not be a good test.

I can't find a precise mention of the original problem (makeinfo
incorrectly translating bits of its output that have to stay
untranslated), but looking at the current texinfo source and the oldest
texinfo source that ftp.gnu.org has (4.5) it looks like this problem has
been fixed for a while.  Given that, I don't think the lintian test is
still necessary or useful.
