makeinfo currently wrongly uses locale settings to produce l10n'd text
in generated info or html file. Until this is fixed, makeinfo has to
be run under LC_ALL=C.
This can be detected by the translation of a couple of strings. This
should probably only be a warning if there is no way to know what's
the language of the texinfo source.

Curiously in generated .info, "Node:" is not translated, whereas it is
translated in generated HTML, so it may not be a good test.
