Bug#401046: please make lintian easier to debug

Well, I can at least answer that question -- it's a
non-backward-compatible change in msgcmp in the gettext that was just
uploaded to unstable that causes it to consider all debconf templates to
be newer.  I'll hopefully upload a fix shortly.

I'll take a look at this.  Yeah, I've had a hard time figuring out how to
debug these sorts of problems as well.

(And in general, feel free to mail the lintian list to ask for help with
diagnosing these sorts of problems if the package is available somewhere
public.  I may not have time to get to it, but I often do, and it's
usually fairly fast for me to figure out what's going on.)
