You cannot currently override any .changes warning at all -- there's
only a mechanism for .deb and for .dsc.
Since .changes file are not generally available from mirrors after the
fact, I also don't think it's a high priority wishlist to implement
this, though I can see some (limited) uses. But I don't see any use in
packages-for-debian context.
