Bug#360216: lintian: maintainer-script-built-with-broken-debhelper-version fires in non-debhelper case

I'm going to go ahead and change the tag to:
maintainer-script-hides-init-failure
instead to be more generic and note in the description the likely
debhelper cause. Thanks for the report!
