Bug#357838: [new check] empty Perl library directories

I don't have time to implement this at the moment, so recording for later
work.
Perl modules usually are either architecture-independent and go in
/usr/share/perl5 or arch-dependent and go in /usr/lib/perl5. MakeMaker
creates both directories, regardless of the type of the module. Best
practice for Perl module packages is to remove the other unnecessary empty
directory from the package. This should only be a warning at most since
it doesn't break anything, but since it's easy enough to fix, it's a good
bit of cruft to clean up.
(This is probably going to catch a lot of existing packages. Maybe
warning is too aggressive?)
