Bug#316523: Error on duplicated description only when line is copied verbatim

Please display "description-synopsis-is-duplicatged" only when there are
no further changes to the single line description (so when it is copied
verbatim on its own line into the extended description) or warn instead.

Rational: If one uses e.g. the term "The Autoconf Macro Archive" as a
single line synopsis, which is in itself fully descriptive, and starts
the extended one by "The Autoconf Macro Archive is a collection..."
lintian will print the following error line:
E: autoconf-archive: description-synopsis-is-duplicated
