Bug#313118: lintian: should compare soname with package name

lintian /var/cache/apt/archives/libdar2_2.2.1-1_i386.deb
reports no errors or warnings.
However, it contains libdar.so.3, not libdar.so.2 as expected.
As this is a very common error, and it can be very messy to correct
(especially if it makes it to the Debian archive, or in this case
stable), I think lintian should check for this condition.
