Bug#311786: lintian should definitely put an error for missing debian/rules targets

        Hi!

 lintian should definitely send an error for missing must targets in
debian/rules like binary-arch and binary-indep. Had a problem with one
of my sponsees and overlooked that part unfortunately, resulting in a
FTBFS bugreport.
