Bug#333736: We should probably phase out some of the debconf checks

since debconf in woody was 1.0.32 we can probably delete the following checks:
seen-flag-requires-versioned-depends (debconf >= 0.5)
multiselect-without-dependency (debconf >= 0.2.26)
