Bug#322657: lintian: check bugs closed in changelog against BTS

One very useful feature for lintian would be if it could check the bugs
that are changed in the changelog against the bug tracking system to
make sure that they are correct, e.g. belong to the package, are open,
etc.
Obviously, this wouldn't be a default check, since it uses the network,
which you can't assume is available. However, it would be great as an
optional check.
