build-depends-without-arch-dep & po-debconf

I got this lintian warning making a phpicalendar package -

W: phpicalendar source: build-depends-without-arch-dep


I expect it's due to the Build-Depends on po-debconf, which I added 
because debconf-updatepo is run in debian/rules clean.

As per the lintian manual, I'm inquiring whether an override is 
appropriate, or po-debconf should be moved to Build-Depends-Indep.
