Bug#257650: [collection/debfiles,checks/changelog] should cope with changelog beeing a symlink

exim4-daemon-heavy and exim4-daemon-light depend on exim4-base, and
their changelog.gz is a symlink to the file in exim4-base. I don't
think that this is a policy violation.
