I would have loved to see an example that didn't involve such
archaic constructs as optional debian/rules targets.

The point is that 98% of all new packages use debhelper or cdbs, and
that means very straight forward debian/rules files. For the other
2%, we can provide exceptions or require overrides.

What's so difficult about Makefile parsing?

Why not just

  make -f debian/rules -n binary | grep '^[[:space:]]*dh_python'

and use that (in addition to the appropriate cdbs line)?
