As far as I can see, neither of us is currently a Debian developer.

I fail to see how this creates dependency loops:

The copyright/changelog file have to be in one "base package", and all 
other packages have to depend on this package.

"library transitions" and other testing-specific problems are not an 
isuue, since we hopefully both agree that if one binary gets it's 
changelog only through a dependency to another package, both packages 
have to be built from the same source package.

I'll send a bug against debian-policy asking for a policy clarification.
