Bug#242345: lintian: outdated templates.pot are quite often

This test is very necessary from my point of view (I'm a translator's
and not a DD). I just translated about 10 debconf templates and found
that 3 of some have outdated templates.pot files (#271725, #273531,
#274583), and that are just the ones I found, out of mere coincedence, I
did not look intentionally (so there are probably a lot more).
This is because the maintainers don't seem to call debconf-updatepo in
the clean target of the rules files. I think this issue would be fixed
by the revised patch by Denis.
This is very important because such a mistakes spoils all translation
efforts.
