Bug#259396: /usr/bin/lintian: Permission denied

Justification: renders package unusable
The lintian_1.23.1_all.deb archive contains /usr/bin/lintian with wrong
access rights:
$ lintian
bash: /usr/bin/lintian: Permission denied
$ ls -l /usr/bin/lintian
-rw-r--r-- 1 root root 45462 2004-07-13 01:37 /usr/bin/lintian
The script do _not_ has the execution rights.
I tried to rebuild the package and the script now _has_ the execution
rights.
I don't know what went wrong and suggest a rebuild and new upload (and
try to find the cause of the bug).
