Second RC of 1.23.1

Hi,

After the previous broken RC, a second try... I touted r334 as RC2,
available from the usual repository.

I tested it, and it seems to work well. Since the difference since RC1
is quite small, and Frank did a full run with r325 which I analyzed to
have only expected differences with 1.23.0, I hope this is the final RC.
The changes since are very minimal in inpact (for those not being docu
changes...).

Colin, can you please look into this RC, and once deemed ok, upload it?
