[ANNOUNCE] lintian 1.23.1~beta-r304 availabe

EXPERIMENTAL lintian, you can find the first beta of lintian 1.23.1
Please test, and report on this list. Let's try to get this one out of
the door quickly, of course there are outstanding bugs, but they will
make next release or a later one, at some time, one should release...
And that time has come. 1.23.0 is now two months old, and if we don't
release really soon now, we'll have more than 100 bugs again soon! ;)
