Bug#245883: lintian: [new check] Warn if Bugs: is used

we should warn if 'Bugs:' is used: It's only for non-debian packages to
direct reportbug and assorted tools to an alternative BTS, and referring
to our own bugs.d.o is also senseless and possibly nasty if the
url/syntax would once change (though doubtful of course).
