Bug#245138: lintian: requesting tar --posix check

Hi,
I've seen several packages failing to build because their orig.tar.gz
was build with the --posix option and stable dpkg-source fails then.
It might be a good idea to add a check for that asap since the problem
seems to appear silently with newer automake versions.
For details about the problem see debian-devel or the wesnoth buildd
logs as an example.
