But if policy would be changed, build-depends-indep would cease to
exist anyway. They are intended as a way to specify, which software is
not needed to build arch-dependendant packages (i.e. mostly for the
buildds). If build-depends-indep needs to be specified during the clean
target, they would make no sense, since dpkg-buildpackage always calls
debian/rules clean (and IMHO that's a good thing).
The fact that arch: all only packages need to have
build-depends because only of the clean target is annoying and needs
a solution but it is probably not as simple as you described it.
