qemu-fast is statically linked, and that's OK

Hello,

I think qemu-fast in qemu package should be excluded from
static-linked-binary check: it has to be statically linked because it
doesn't load at the normal address (the emulated binary it will run
loads there). ie. it's special.

The name shouldn't really change to qemu-static, as the "qemu-fast" name
is the upstream name, and the fact that it is static is irrelevant to
the user.

Thanks for reading my mail.
