lintian incorrectly flags clamav-getfile's source package with
"debconf-is-not-a-registry".

clamav-getfile is a package that contains a script that generates
another package, clamav-data. Its source thus contains the full debian
subtree of clamav-data, which uses debconf itself.

clamav-data's maintainer scripts are detected inside clamav-getfiles'
source which triggers the is-not-a-registry warning.

Heya,

After discussing the issue with Marc on IRC, we both came to the
conclusion that there is no reliable algorithm to separate bad and good
uses of debconf in scripts like that.
As most scripts use it in in evil way [tm], i decided to leave the check
as it is and close this bug in agreement with the reporter.
