Bug#242479: [FP: checks/debconf] debconf and dpkg control file syntaxes differ slightly

as I found out together with Denis Barbier the syntax for
debconf template files is not the same as for dpkg control files
as lines only consisting of whitespace are allowed within multiline
fields. This is RFC 822 compliant but not compliant to policy 5.1.

So we can't simply take read_dpkg_control() for parsing the template
file as we do atm.
