I think there should be no exception at all: all binaries should have
manpages according to policy, and also if I do for example automake-1.4,
I want to have a manpage, even the correct one.

Usually, this is also the case, manpages are stored with their version
numbers, and the bare command ('automake' in this case) has also his
manpage symlinked to the versioned one. I consider it a policy violation
if - even a versioned binary - has no manpage.

If nobody objects, I'll completely drop the exception next week or so.
