After reading 7.6, I still fail to see the purpose of this check.
If no architecture-dependent packages are build, Build-Depends and
Build-Depends-Indep are synonymous since binary-arch and build-arch do
not exist, so I fail to see where is the problem.
I personnally prefer to use Build-Depends in this case, to stress
there is no partial build.
In fact, if clean is removed from Build-Depends-Indep as of the recent
policy proposal, Build-Depends will be the only correct choice.
