Bug#236846: lintian: [debconf] Should warn about 'yes' or 'no' default to boolean templates

It should be 'true' or 'false' instead. The best would be to check the
config and postinst, but that seem almost intractable. So, checking the
default value would be a good first guess.
I did that error while converting localepurge to po-debconf. That's
version 0.62.
