Pretty much, I'm afraid, mostly because just after it got off the ground I was no longer able to devote the required time to it due to unforeseen changes in my other committments, which haven't let up so far. I have been putting out feelers seeking a new project leader but there have been no takers to date. Meanwhile a few legal projects are continuing on their own merry way and it may be that a good time to relaunch Debian-Lex properly will be once these projects start releasing stable code. I would still like to be involved in some capacity.
