Although Debian FTP masters consider CC-by-sa v4.0 acceptable for the main archive, and although CC-by-sa v4.0 is one-way compatible with the GNU GPL v3 , I personally consider Creative Commons licenses problematic. The reason is that the one-way compatibility mechanism of CC-by-sa v4.0 is not exceptionally clear, and, without that compatibility, the CC-by-sa v4.0 license itself has a number of controversial clauses (non-free, in my own personal opinion). I would recommend choosing a different license for the database. The GNU [GPL v2], if you want a copyleft license, or the [Expat], if you prefer a more permissive license.
