There is a debhelper feature that lets you put different copyright
files into each binary package. I've used it in the past where a utils
package had a different license to the library package. We certainly
don't systematically do this, as there is simply no way to determine
what file in the binary package is derived from what file(s) in the
source package and what command produced them.
