I guess that makes them derivative works of the original logos and
therefore probably created and distributed without permission of the
copyright owners.

I expect doing that would make the package useless? Or are there easy
ways for users to create new masks? I guess that would be needed
anyway since the existing masks don't cover the whole world (Australia
is missing for eg).
