It can happen that the scientific paper has non-free copyright: it uses to be attributed to the journal where first published. Or simply that the author of the paper does not want to share the TeX source of the paper itself, just the paper (and the wrote-in knowledge). I'd split the package and leave the PS paper (if allowed by its specific copyright, indeed) into non-free. Noel
