It was pointed out that, depending on how you do it, this could be
considered distribution. Alioth (svn.d.o) is not hosted in the USA,
but it doesn't block USA IP addresses.

So, you should use the mergeWithUpstream mode of svn-buildpackage,
which keeps only the debian/ directory in SVN and only merges it with
the unpacked orig.tar.gz at build time.
