Even if this were allowed by DFSG#4 (I am not really convinced, but it
could even be, depending on the copyright holder's interpretation of
the license...), this clause would be GPL-incompatible nonetheless.

Yes, definitely.

Even better, he should be persuaded to adopt a well-known license
capable of making the library DFSG-free and GPL-compatible.

I would suggest the zlib license:
