I am convinced that this distinction is (almost) irrelevant from the
GPL point of view.

GNU GPL v2, Section 0. states, in part:

|    0. This License applies to any program or other work which contains
                                            ^^^^^^^^^^^^^
| a notice placed by the copyright holder saying it may be distributed
| under the terms of this General Public License.  The "Program", below,
| refers to any such program or work
                             ^^^^^^^

GNU GPL v3, Section 0. includes the following definition:

|   "The Program" refers to any copyrightable work licensed under this
                            ^^^^^^^^^^^^^^^^^^^^^^
| License.
