If those four "Thou shalt" sentences are the whole license text, I see
other issues.

There's no clear permission to distribute (DFSG#1): if "dispense" may
be assumed to mean "distribute", the fourth sentence sounds like an
obligation, rather than like a grant of permission.
Am I *compelled* to use and distribute libio-pager-perl?!?

There's no clear permission to modify and distribute modified versions
(DFSG#3).

Moreover, the license text does not seem to be drafted in a legally
sound manner...

Is this package planned to be uploaded to main or contrib?
Or is it meant for the non-free archive?
