I think what MJ meant is that the work as licensed by XSF is a
specification, but if it is amended into a different type of work then
that will not affect XSF's copyright, or indeed the validity of the
licence. The licence's reference to "Specification" is for reasons of
convenience (since most people will engage with it as a specification
rather than any other type of work) and does not restrict the use to
which the work could, in theory, be put.
